The site is located on Lea Bridge Road in the Borough of Waltham Forest. The site was previously used as a waterworks filter bed, though was subsequently in filled and is currently used by Thames Water as a storage and holding site. We believe the land presents a prime, sheltered location for a secure children’s home.
The Lea Bridge Road area has seen transformative change in recent years. Any new development on the site, in terms of its design and appearance, will be sensitive and respectful of the surrounding area and local context and consider the aspirations for the area’s future.

METROPOLITAN OPEN LAND
Until the late-19th century, the area was primarily a natural, rural landscape. In an effort to conserve the borough’s natural environment, the Green Chain that comprises Lee Valley Regional Park was designated as Metropolitan Open Land (MOL). MOL is afforded the same status and level of protection as Green Belt. The designation seeks to protect land that contains features or landscapes of historic, recreational, nature conservation or habitat interest.
The proposed site falls within the MOL extents, and therefore any future development on this site is subject to development restrictions, requirements and considerations of the existing and potential natural environment.
An assessment was undertaken as part of the site selection process. This assessment considered the context and location of multiple sites around London for a new secure children’s home. The assessment was based on a series of specific criteria and concluded that the site on Lea Bridge Road is the only suitable location in terms of meeting these criteria.

Planning applications for buildings proposed on MOL must demonstrate the highest possible sustainability standards and represent exemplar design. Any impact that the development may have, both generally and in relation to MOL, will need to be mitigated.
This would firstly be through an on-site approach for MOL enhancements, and where this is not possible, through a financial contribution paid to the London Borough of Waltham Forest to spend on projects identified by the local authority and agreed in partnership with the local community, that demonstrate MOL enhancements on other sites/land elsewhere in the surrounding area.
Any financial contribution agreed through the statutory planning process will be secured through the s106 agreement associated with planning consent. It will be payable prior to commencement and occupation, or on a staged basis, and will be spent on projects that demonstrate MOL enhancements on other sites/land elsewhere in the surrounding area.
